Property development can bring people and pipelines in close proximity. This proximity increases both the likelihood of damage to the pipeline and the potential consequences of a pipeline failure. Changes to the land use of property near pipelines can also affect pipeline safety.

Property developers/owners need to be aware of the pipeline’s location and make risk-informed decisions about their development and land use plans. This involves gathering available and necessary information about the pipeline and consulting with the pipeline operator before changing the land use as early in the development process as possible.

Site planning decisions should consider project constraints, such as those established in pipeline easement agreements, conflicts with existing facilities within the development area, excavation and construction activities, and protection from and to the pipeline during construction.
