Under this grant agreement, the recipient will: Purchase an in-house (dedicated) server and develop a mobile application for the Excavation Center to promote effective excavation stakeholder communications. Most locate requests are submitted online and the Excavation Center currently shares a server with limited Internet access. Having a dedicated server to locate tickets will help to improve pipeline safety. (Element 1)

The project is to fund pipeline safety courses, provide 2019 licenses for the Learning Management System for 1,500 users, conduct statewide 811 public awareness campaigns, and prepare a mandated progress report for the Colorado State Legislature. The Missouri PUC will host a two-day Damage Prevention and Excavation Safety Summit to address excavation safety practices. Twenty courses will be offered to attendees. The grant recipient will: Use the grant award for allocable travel, salary, employee related expenses (ERE), and other expenses. ERE includes Federal Insurance Contributions Act (FICA), Long Term Disability Insurance, Unemployment Insurance, Workmen's Compensation, and other expenses including communication costs. Employee will be tasked with facilitating compliance and assisting with enforcement of the One-Call Law. Employee must monitor excavation activities, conduct follow-up inspections on complaints and investigate incidents of damage or injuries associated with underground facilities, and issue notices of violations as required. Documentation must be completed on all incidents to identify offenders where violations have occurred and to assist in enforcement actions. Follow-up investigations must be conducted to assist in the prevention of future incidents of damage or injuries associated with underground facilities. Enforcement of the One-Call Law in the State of Arizona is required continuously, as weather conditions allow for excavation activities to be conducted throughout the entire year with few interruptions. Having a proactive enforcement program in place has helped reduce third party damages and injuries associated with excavation activities near underground facilities. This not only reduces costs to facility owners, but allows the citizens of Arizona to enjoy a better quality of service.

NJ 2016 State Damage Prevention Program #DTPH5616GSDP05, Start Fiscal Year: 2016, End Fiscal Year: 2017

The New Jersey Board of Public Utilities ("NJBPU") will use the 2016 State Damage Prevention ("SDP") Program Grant funds for personnel expenses to enforce its damage prevention laws and regulations. The 2015 SDP Program Grant funds were also used for this purpose. The requested funds for 2016 will be used to offset salary and fringe benefit expenses for the staff addition hired in 2015 and salary for a temporary, contractual staff member to perform damage prevention compliance enforcement and related program activities. At the end of 2015 the NJBPU damage prevention interim program manager retired, so the program continues to be under-staffed for the damage prevention workload. The staff addition is mostly dedicated to damage prevention / enforcement related to natural gas facilities and will continue to coordinate work with the NJBPU pipeline safety program. Both staff members included in the 2016 SDP Grant application will conduct inspections of probable non-compliance and complaints related to the New Jersey Underground Facility Protection Act ("Act"), issue probable non-compliance enforcement actions, address responses to non-compliance enforcement actions, assist with case preparation for proposed enforcement penalties for probable non- compliance with the Act, and track probable non-compliance and complaint inspections and actions through the NJBPU damage prevention program database. Both staff members will interact frequently with excavators, utilities, pipeline operators, and other stakeholders.

NM 2016 State Damage Prevention Program #DTPH5616GSDP06, Start Fiscal Year: 2016, End Fiscal Year: 2017

This grant will help fund personnel, fringe benefits, and travel for the Pipeline Safety Bureau Damage Prevention Program (PSB) and allow for effective enforcement of the State excavation law and regulations. The PSB currently has three full time investigators that this grant will fund a portion for. The PSB investigates all excavation damages, excavation and one-call complaints and initiates enforcement actions when deemed appropriate. The PSB also provides state-wide training opportunity for excavators, underground facility owners, one-call members and others involved with planning excavation activities. The PSB will continue to enforce the new white-lining requirement upon the excavating community within incorporated areas or when necessary in non-incorporated areas. No tolerance enforcement actions have now been expanded to include excavators that don't call 811, underground facility owners that don't mark the horizontal location within the 2 working day period, and any willful violations. The PSB will continue to educate and effectively enforce regulations upon those underground facility owners who fail to locate underground facilities or don't locate within 18" and excavators who don't respect the 18" tolerance zone prior to exposing an underground utility.

NV 2016 State Damage Prevention Program #DTPH5616GSDP07, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will:

  1. Attend home shows and community events statewide to educate citizens on the dangers of digging without calling 811 first.
  2. Print and distribute copies of the PUCN's "Homeowner's Guide to Safe Digging" and "Energy Efficiency Team Activity Book" at home shows and community events.
  3. Purchase educational items to distribute at home shows and community events to reinforce the 811 message.
  4. MD 2016 State Damage Prevention Program #DTPH5616GSDP08, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Assist in the continued operation and maintenance of its web-based Damage Reporting and Enforcement System; bolster its violation investigation process, as well as the development of an on-line education module and expand its outreach and education throughout the State of Maryland. The Authority was created in 2010 by an Act of the Maryland General Assembly and its stakeholder membership was created by the Maryland General Assembly with the express purpose of enforcing the One Call Notification program in Maryland. Statute, the Authority is required to present a comprehensive Annual Report to the Governor of Maryland and Members of the Maryland General Assembly. The Authority has just delivers it fifth Annual report to the Executive and Legislative branches of Maryland Government. The Authority will refocus its use of the PHMSA SDP funding away from an emphasis on staffing to the development of educational tools, such as on-line training and a potential portable APP to be utilized in the field. Current Authority staff has changed from contractual to a salaried basis. In addition, the change in the use of funds will allow Authority staff to attend three (3) major conferences which will reach all twenty-four (24) counties and 167 municipalities throughout the State. The Authority will also sponsor and participate in the annual Greater Chesapeake Damage Prevention Training Conference. One contractual staffer will be hired and supported by this grant, in order to expand and enhance the investigation arm of the Authority. All of these goals are in compliance with the requirements of the U.S. Department of Transportation's (DOT's) Pipeline & Hazardous Materials Safety Administration Damage Assistance Program's Best Practices and the Maryland Chapter 635 Underground Facilities ? Damage Prevention Law.

IN 2016 State Damage Prevention Program #DTPH5616GSDP03, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Enable continued enforcement of Indiana's "One-Call" statute (IC 8-1-26, "Damage to Underground Facilities") by the Indiana Utility Regulatory Commission (IURC) and its Pipeline Safety Division (PSD). Foster support and partnership with stakeholders. The statute requires the PSD to: 1) investigate alleged violations of the law where excavation damages to natural gas or hazardous liquid pipelines have occurred, 2) report violations found to an Advisory Committee established by the statute and comprised of stakeholder representatives appointed by the Governor, and 3) maintain a database of all cases investigated along with their ultimate disposition. The funding provided by this grant will be used to pay for administrative and professional labor related costs associated with investigating, reporting and tracking alleged violations of the statute. Specifically, these costs will consist of direct labor, fringe benefits and indirect costs of IURC staff involved with enforcement activities including investigations, administrative support, communications and analysis.

CT 2016 State Damage Prevention Program #DTPH5616GSDP10, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: The 2016 Grant will center around Elements 4 & 5. Element 4 - Training is and shall continue to be an on-going process in CT. Call Before You Dig (CBYD) will support scholarships/sponsorships, to attend the two day Locator Certification Seminar held in Connecticut. Engaging the locator industry and providing an opportunity for locators to participate in additional training, shall give Connecticut the opportunity to raise the bar in locating accuracy. Also in Element 4, CBYD will produce a new safety training video that is divided into segments, white lines, know the mark, etc., where stakeholder training can take place at the shop level and in a planned trial of train the trainer initiative. Element 5 - Once again in the month of August, CBYD will to have an 811 Awareness event at the Stafford Motor Speedway, in Stafford Springs, CT. This event, known as "The 811 Challenge" has become a driver and spectator favorite. Finally in Element 5, CBYD shall to continue statewide media campaigns which will promote the use of the national 811 number, Safe Digging, and Public Safety. The venues will vary for this campaign. The campaign will be focused around April Safe Digging Month, and our 811 Challenge event in August.

MI 2016 State Damage Prevention Program #DTPH5616GSDP11, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Use the grant award to enter into a contractual agreement with MISS DIG System, Inc. (MISS DIG) to perform the work set forth in this Grant. The funds under Elements One, Two, Four, and Five will be used to assist in compliance with Public Act 174 of 2013 (PA 174). Specifically, workshops to educate and promote the MISS DIG online Safety Management System Program; providing training and support for the Web Ticket Management system that is under development and anticipated to be available in September of 2016; updating the MISS DIG User Manual to include changes in the notification system since the enactment of PA 174 and the distribution of hard copies to all members; and targeted education and promotion of the one call system to homeowners and landscapers, who have been identified as a population segment that has high damages due to "no call.".

VA 2016 State Damage Prevention Program #DTPH5616GSDP09, Start Fiscal Year: 2016, End Fiscal Year: 2017

Development of a Computer Based Training (CBT) course on the Virginia Underground Utility Damage Prevention Act (Act), funded by the 2014 PHMSA SDP grant (DTPH56-13-G-PHPS08), which has proved to be a successful mechanism for educating both excavators and homeowners on the Act. To-date over 3,000 users representing 168 companies have taken the course. The course is available to all stakeholders from most mobile devices. Due to the success of the course, Virginia Utility Protection Service, Inc. has received numerous requests from excavators, locators and the Virginia State Corporation Commission to develop additional content to the CBT and to create a Spanish version of the course.

NY 2016 State Damage Prevention Program #DTPH5616GSDP12, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Use the grant for enhancements to the Outreach Software will modify the user experience on both the front- and back-end, giving Dig Safely New York an easier way to measure effectiveness, complete requirements and analyze events, while giving the end-users a better method of registering for events. The enhancements will also allow Dig Safely New York to automate tracking of those professionals that attend their events for continuing education credits and for certification on the best practices in safe digging.

TX 2016 State Damage Prevention Program #DTPH5616GSDP13, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Use the grant to strengthen Element 5: Public Education of its Damage Prevention program. As the enforcement authority for all damage to pipeline facilities caused by excavation, or any other movement of earth, near intrastate pipeline facilities, the Commission plans to use this grant funding to enhance its capabilities targeted outreach activities aimed at licensed plumbers and electricians across the state. These funds would allow the RRC to further leverage the increased capabilities of the agency's Communications Division to implement a more robust and targeted educational outreach initiative and promote public awareness.. Among stakeholders, along with the Texas One Call Board, the Railroad Commission is recognized throughout the state as the organization leading the state's damage prevention efforts; however, the Commission is primarily recognized in that role for its enforcement authority. With grant funding, the Commission will foster its relationship with a specific sub- set of stakeholders: the state's 185,000 licensed plumbers and electricians. The Commission requests $100,000 to address this sub-set of stakeholders as sewer, water, and electric work account for 54 percent of all pipeline damage incidents in Texas. The proposed funding will be used to target licensed plumbers and electricians with educational materials at the time of license renewal, as well as translate the Commission's rules to Spanish allowing a broader dissemination of the Damage Prevention rules. The Commission anticipates that these efforts will reduce by 10 percent pipeline damage prevention incidents caused by plumber or electricians at the conclusion of the grant period.

KS 2016 State Damage Prevention Program #DTPH5616GSDP14, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Use the grant award to continue its successful program dedicated to the enforcement of the Kansas Underground Utility Damage Prevention Act (KUUDPA) in the Wichita and Kansas City metropolitan areas. For the 2016 Grant period, the primary use of this grant will be to fully fund one full time employee dedicated to damage prevention inspections and enforcement for the Wichita metropolitan area. A portion of the funding from this grant will also be used to augment KUUDPA enforcement in the Kansas City metropolitan area. At this time, the Kansas City position is partially funded using the One Call grant for the same purpose. The grant will assist Kansas in meeting the goals outlined in Element 7 with a secondary impact on Elements 4 and 5 of the PIPES Act. The grant will continue our successful enforcement program in the two largest population centers within the state. In addition to compliance actions for violations, including the recommendation of civil penalties, our enforcement strategy is coupled with a strong educational component that will foster communications among all parties. KCC shall evaluate the effectiveness of an aggressive enforcement program by using the mandatory damage reporting requirements in effect in Kansas.

MO 2016 State Damage Prevention Program #DTPH5616GSDP15, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Use the grant award for the purposes of executing a large-scale educational seminar focused on damage prevention and excavation safety. The event will build on the monumental success of the previous 5 years, with projected attendance for the proposed project estimated at 1,750 - 2,000 attendees. Following the overwhelming response from the construction, excavation, and utility industries as well as the partnerships with dozens of vendors and associations, The Missouri Common Ground Alliance, in cooperation with the Missouri Public Service Commission, and Missouri One Call System coalition of organizations will work diligently to develop and execute an informative, educational, and impactful event with the damage prevention message.

The proposed project is a FREE 2-day event consisting of multiple dimensions designed to engage attendees and profoundly impact the way that they view and practice safety within their communities and organizations. Approximately 20 classes will be offered (completely free of charge), some including certifications that are often extraordinarily expensive to obtain. By offering the courses without cost, companies who often cannot afford to train their employees in proper safety and damage prevention measures are able to send multiple attendees to become better educated on critical safety principles. As a result, attendees return to their workplaces with new methods and approaches that they subsequently communicate and demonstrate to fellow employees, further amplifying the message and investment that the coalition made in the event. In addition to the free classes and certifications, the proposed project will offer a tradeshow expo for equipment vendors, manufacturers, and representatives of a diverse range of products and services. This segment brings new technologies, safer products, and innovative solutions to the event attendees, further enhancing safety and damage prevention as a result of the exposure to exhibitors' offerings.

The project will also provide an opportunity for attendees to demonstrate their skills and proficiencies in two highly competitive contests while remaining focused on best practices for locators and excavators. The locate rodeo will consist of 4 utility divisions (gas, electric, water, telecommunication) and will require participants to demonstrate and adhere to principles that exhibit superior knowledge of locating and a commitment to best practices. Like the locator rodeo, the excavator rodeo will feature skills assessments while emphasizing the need to observe superb damage prevention practices.

  • The development and implementation of the 6th Annual Excavation Safety Summit. The focus of this Summit will be educational workshops for the Excavating Community, Utility Operator's and Underground Utility Locators, providing industry specific information, education of the CGA Best Practices and hands-on learning. Vendors with new and emerging technologies will be onsite to demonstrate and educate on new and existing technologies. Emphasis will be on underground damage prevention, awareness, recruitment and active participation in the initiatives of the CGN to expand the communication link among all Stakeholders and increase the shared support and commitment to Underground Damage Prevention in Nebraska. These Initiatives will also be accomplished in a smaller group setting at the local level through regional damage prevention stakeholder meetings. Specific issues unique to the area will be identified, discussed and addressed.

  • Increase awareness of Underground Utility damage prevention to the population of homeowners and property owners found in the metropolitan and vast rural areas of Nebraska through promotional handouts, billboards, radio and TV advertising and direct mailings. Excavator Meetings will be held in an effort to educate all excavators about damage prevention and the requirements of the state damage prevention law.

  • Communications between stakeholders will be facilitated through a White Flag project focused on educating excavators about the importance of white-lining and improved efficiency in locating by use of white flags.

  • The program for damage prevention will be enhanced through the development, education and training on use of a tool to compile damage information. Conclusions resulting from the analysis of information from the system will help improve outreach and education in the area of damage prevention.

Under this grant agreement, the recipient will: Use the grant funds to develop a State Damage Prevention Program through legislation and in coordination with a Governor appointed Damage Prevention Board. The Idaho Damage Prevention Board will be created and made part of the DBS. The purpose of this board is to reduce damages to underground facilities, promote safe excavation practices, review complaints of alleged violations of Idaho Code, and assessing appropriate civil penalties. As part of the legislation, underground facility owners and excavators who observe, suffer, or cause damage to an underground facility will be required to report such information to the board. The board will consist of members, each of whom shall be appointed by the governor with power of removal for cause. All members of the board shall be qualified by experience, knowledge, and integrity in formulating rules, reviewing complaints referred to it and assessing penalties, and properly performing functions of the board. The main goals of DBS and the Damage Prevention Board will be to create a system of self-regulation and education addressing the prevention of damage to underground facilities. A system will be developed to collect, store and disseminate data related to underground facility damage and excavator downtime.

WA 2016 State Damage Prevention Program #DTPH5616GSDP19, Start Fiscal Year: 2016, End Fiscal Year: 2017

Under this grant agreement, the recipient will: Use the funding awarded under this grant for an education and outreach program to reinforce the importance of the Call Before You Dig message. The state has an enforcement program with maximum penalty amounts up to $5,000 for non-pipeline, and $10,000 for pipelines, being levied against excavators who fail to request a One Call utility locate. The last large outreach campaign was in 2014. With the lack of funding to continue, the recipient has witnessed a slow but steady increase in the number of damages without locates. This trend is of concern, and the recipient wants to stem the tide of the increase before more serious impacts to property and human safety occur. To achieve this the recipient intends to take a three-pronged approach:

  1. Placement of Call Before You Dig signage on large billboards along well-traveled roads throughout the state.
  2. Sponsorship advertising with the Washington Interscholastic Activities Association (WIAA). These events are held throughout the year and reach families, students, coaches, teachers, and community members.
  3. Purchase of radio advertising spots in areas where more damages are occurring. The final piece will be a data analysis of the impact these efforts have on the number of damages reported. Under this grant agreement, the Railroad Commission of Texas will strengthen three elements of its damage prevention program:

Under this grant agreement, Iowa Utilities Board will improve Iowa's damage prevention program by educating and raising awareness of the importance of calling 811 before you dig to Iowa's agricultural communities. The Iowa Utilities Board will be working in partnership with its sole source, Common Ground Iowa (CGI), a 501.3(c)regional partner of Common Ground Alliance. Iowa Utilities Board in partnership with CGI, will work with the agricultural experts of Communication Insight, a subsidiary of the Iowa Soybean Association, to take advantage of further opportunities to reach out to the 37,500 Iowa Soybean growers to educate and raise awareness of calling before you dig and to avoid any tiling or other incident by advertising in targeted publications, participate in all farm conferences, 811 Day at the Iowa State Fair with a children's education component, and purchase the necessary educational materials. This project will not only be target soybean producers but also Iowa's vast agricultural community comprised of hogs, corn, oats, cattle, eggs, and dairy farms.

Under this grant agreement, Michigan Public Service Commission will assist in compliance with the recently enacted PA 174 of 2013. Under this grant agreement, Georgia Public Service Commission will maintain and provide resources to a full time field investigator. This employee's job duties include investigating damages and offering recommendations of settlement (up to and including the assessment of civil penalties) for violations of the the state's damage prevention laws. In addition to performing investigative work, this position has also been instrumental by presenting the damage prevention practices and procedures to industry groups and stakeholders across Georgia. This is accomplished by speaking to many groups both of excavators and facility owner/operators. Funds from the 2015 grant will allow the Commission to continue the employment of this person.

For the 2015 Grant period, the primary use of this grant will be to fully fund one full time employee dedicated to damage prevention inspections and enforcement for the Wichita metropolitan area. CT 2015 State Damage Prevention Program Grant #DTPH5615GPPS15, Start Fiscal Year: 2015, End Fiscal Year: 2016

Under this grant agreement, the Call Before You Dig, Incorporated will be used for Elements 4, 5, 8, & 9. Element 4 will be the sponsorship of 15 locators to a 2 day Staking U locator training class. This training has been well received by past attendees and deemed beneficial to the location industry. Element 5 will support the 811 Challenge held at Stafford Motor Speedway to enhance visibility to August 11 or 811 day. This is a season long event that ends in August. It is a season long advertising venue for the promotion of 811. The event has been well received and emphasizes awareness of safe digging to a target audience. Also in Element 5, we will utilize advertising in support of April Call Before You Dig month, August 11, 811 Day, and continued reminders to build awareness around excavation safety. Element 8 is the technology update to our web based Design and Survey tool. The updates will allow stakeholder users, specifically design firms and engineers, to easily navigate to find utility contact information for mapping of their facilities. Element 9 is a strategic Long Range Plan and program review development session. This two day, off-site session will involve all board directors and other stakeholders in the excavation community, to review our current program and develop it for the future. This program will be facilitated by NPLS formally Cain Consulting, a well- known participant in CGA events.

NY 2015 State Damage Prevention Program Grant #DTPH5615GPPS17, Start Fiscal Year: 2015, End Fiscal Year: 2016

Under this grant agreement, the Dig Safely New York will enhance a certification program for excavators in safe digging best practices, created by Dig Safely New York. The curriculum incorporates the Nine Elements of an Effective Damage Program, combining various learning styles, including visual, audio, and hands-on. Classes will be intimate in size to allow for group discussions and manageable group work. This Certification Program is tentatively scheduled to roll out in May 2015. Dig Safely New York believes this program will establish a recognized standard of procedures and processes designed to prevent damage to underground pipelines. Successful participants and companies of the Certification Program can use the designation for marketing purposes. Member utilities have already expressed interest in the program and noted that future contracts for third-party excavators could include the stipulation that the organization, employees, or specific employees on the job site must be certified through the One-Call Center. This project will enhance aspects of many of the Nine Elements, including Element 2, 4, 5, 8, and 9. For the purpose of this Grant Application, this project will focus primarily on Element 4.

  • Continue the educational/consensus building activities with utility operators and other stakeholder groups;
  • Develop presentations and establish forums for meetings (workshops) with stakeholders;

The Nebraska State Fire Marshal/Pipeline Safety Division will undertake the following activities in cooperation with Common Ground of Nebraska, a Regional Common Ground Alliance: 1) Develop and implement an Annual Underground Safety Summit; 2) Continue delivering the successful Underground Locator Workshops and expand the curriculum to include basic and advanced instruction; and 3) Increase damage prevention public awareness with outreach materials.

Michigan - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS08, Start Fiscal Year: 2010, End Fiscal Year: 2011

The Michigan Public Service Commission will hire one statewide Damage Prevention Coordinator to accomplish the following: 1) Facilitate the implementation of a statewide damage prevention organizational structure; 2) Develop a program to perform field audits of excavation worksites for safe digging practices; 3) Increase the number of Damage Prevention Associations in Michigan; 4) Provide some financial support for every Damage Prevention Association in Michigan to enable continued promotion of safe digging practices; 5) Coordinate a Pipeline Public Awareness survey among pipeline operators within the state; 6) Coordinate damage prevention seminars; and 7) Foster increased municipal membership in the MISS DIG one-call.

Nevada - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS12, Start Fiscal Year: 2010, End Fiscal Year: 2011

the PUCN will continue ongoing enforcement activities that began in 2008. The grantee will also participate in the Nevada Regional Common Ground Alliance.

Mississippi - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS10, Start Fiscal Year: 2010, End Fiscal Year: 2011

The Mississippi Public Service Commission will produce and distribute an interactive DVD/Web based training program targeted to operators, excavators, one-call personnel, contract locators, design engineers, and other stakeholders.

New York - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS13, Start Fiscal Year: 2010, End Fiscal Year: 2011

Under this grant agreement, Dig Safely New York, Inc. will facilitate 16 educational training breakfasts for excavators, facility operators, municipalities, and all other stakeholders. The proposed 16 events will provide outreach in areas of the State that do not have an excavator seminar but have a damage rate which indicates a need for training.

North Carolina - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS14, Start Fiscal Year: 2010, End Fiscal Year: 2011

Under this grant agreement, the North Carolina Utilities Commission will conduct locator training, publish a Safety and Damage Prevention Magazine and hold public awareness damage prevention meetings. These programs are designed by the North Carolina One Call Center to promote usage of the 811 Call Before You Dig number, to promote the current State statute, and to promote future amendment of the State statute.

Minnesota - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS09, Start Fiscal Year: 2010, End Fiscal Year: 2011

Under this grant agreement, the Minnesota Department of Public Safety will continue to devote the equivalent of one full time employee for the enforcement, education, training, communication, support, analysis, partnership, and mediation activities associated with underground utility damage prevention.

The Public Utilities Commission of Ohio will establish a comprehensive stakeholder team to develop a cohesive underground damage prevention education program. Activities will include identifying target audiences, appropriate messaging, and marketing strategies and delivering the educational program to key damage prevention stakeholders.

Palmetta (SC) - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS17, Start Fiscal Year: 2010, End Fiscal Year: 2011

Under this grant agreement, Palmetto Utility Protection Service will: Develop better training materials and methods for locators, excavators, and utility operators; Attend regional damage prevention coordination meetings;

Vermont - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS20, Start Fiscal Year: 2010, End Fiscal Year: 2011

Vermont Department of Public Service will develop four damage prevention strategy documents: a communications plan, a quality assurance plan, an education plan, and a technology plan. The grantee will integrate these four plans with current initiatives to form a comprehensive statewide underground damage prevention strategy which addresses the nine elements and provides a mechanism for regular assessment of success metrics.

Pennsylvania - 2010 State Damage Prevention Program #DTPH56-10-G-PHPS16, Start Fiscal Year: 2010, End Fiscal Year: 2011

Under this grant agreement, the Pennsylvania Public Utility Commission will design and implement a Subsurface Utility Engineering (SUE) drawing exchange program that will allow construction project designers to upload documents to a central repository for review and mark-up by underground facility owners during the early planning stages of underground infrastructure development.

Virginia UPS - 2010 Damage Prevention Program #DTPH56-10-G-PHPS21, Start Fiscal Year: 2010, End Fiscal Year: 2011

Virginia Utility Protection Service, Inc. will create a one-call ticket management system for the excavating community. The system will integrate excavators' work order management systems with the one-call software, allow for locate request scheduling, allow excavators and locators to collaborate on excavator work orders, and facilitate two-way positive response that will allow excavators to communicate with locators on locate tickets.

Texas - 2010 Damage Prevention Program #DTPH56-10-G-PHPS19, Start Fiscal Year: 2010, End Fiscal Year: 2011

The Railroad Commission of Texas will develop a training program for underground facilities operators, excavators, contractors, and the general public relating to the enforcement activities stemming from third party damage to underground pipeline facilities.

Arizona - Arizona Corporation Commission - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS01, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant agreement, the ACC will produce and distribute an interactive training DVD targeted to excavators, contract locators, and underground facility owners/operators in partnership with the Commission's contractor, the Arizona Blue Stake (One Call) Center. Mass production of the training DVD will allow for reaching much larger numbers of target groups that will benefit from the training, thereby continuing to reduce the number of third party damages to underground utilities.

Colorado - Utility Notification Center of Colorado - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS02, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, the UNCC will:

  1. Create an administrative foundation for future compliance enforcement of state One-Call Laws.
  2. Develop a method of identifying and documenting damage prevention programs and activities around the state for use with the Damage Data Report, the Damage Prevention Report Card, and the Damage Prevention Portal.
  3. Continue to promote the nine elements and support the Damage Prevention Action Team (DPAT) and Damage Prevention Councils (DPCs).
  4. Continue to support the Damage Prevention Action Team in its leadership role.
  5. Support Damage Prevention Awareness Month in April 2009 with a statewide public awareness campaign.

Indiana - Indiana 811 - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS04, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, Indiana 811 will:

  1. Continue its excavation quality control program and outreach program to strengthen the Regional Common Ground Alliance.
  2. Support a legislative effort, proposed by Indiana 811's Legislative Committee in conjunction with the Indiana Energy Association, by sponsoring stakeholder meetings to discuss proposed changes to the call before you dig law and/or developing educational materials related to the proposed changes. The legislative effort consists of proposed changes to the call before you dig law in Indiana (IC 8-1-26) that could be introduced into the 2009 Indiana State Legislative session. Key changes to IC 8-1-26 are related to the establishment of a seven (7) member Underground Protection Advisory Committee that would oversee an enforcement program.
  3. Provide Indiana 811 members with a marketing tool box that can be used to promote a consistent message on 811 and the "Call Before You Dig" process. Member utilities and stakeholders will be able to track their efforts on the existing web based tool (www.onecallmaps.org) provided by Indiana 811. In addition, Indiana 811 will acknowledge public education efforts in their quarterly newsletter.
  4. Develop a web-based portal that will be used to provide interactive web-based training that emphasizes Common Ground Alliance best practices. The portal will be developed with a tiered set of training lessons that will start with the basics and increase in difficulty as a trainee progresses through the course. Once a trainee has completed the entire course, he/she will receive a printable certificate as proof of successful completion of the training.
  5. Sponsor four (4) quarterly stakeholder events designed to foster the Regional Common Ground Alliance in Indiana.

Under this grant award, the New Hampshire Public Utilities Commission will foster increased municipal membership in the Dig Safe one-call in an effort to assist towns with reducing impacts to underground municipal facilities. The work will be accomplished through the following tasks:

  • Characterize the damages to municipal underground facilities that occurred in 2006, 2007, and 2008 in New Hampshire;
  • Characterize the frequency and location of most excavation activity in New Hampshire towns;
  • Determine the cost and other impediments to municipalities associated with participation in New Hampshire's Underground Damage Prevention Program;
  • Collect from the Public Utilities Commission the amount of civil penalties assessed and collected for 2006, 2007, and 2008. Collect from the Public Utilities Commission the cost to utilities for: 1) Locating facilities and participating in the Underground Damage Prevention Program per employee, and; 2) Field mark-outs versus administrative costs (collecting, informal conferences, attending Dig Safe advisory meetings, internal meetings, etc.);
  • Propose solutions and at least three or four funding mechanisms to offset municipal cost of participation; and
  • Compile and propose a formal report of findings that includes background and statistics.
Tennessee - Tennessee Regulatory Authority - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS11, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, the TRA will hire one person to establish an enforcement section within the Gas Pipeline Safety Division (GPSD). This individual will be responsible for developing and operating an initial damage prevention enforcement section based on the amended Tennessee Underground Utility Damage Prevention Act, enforcement section rules and regulations, and the model damage prevention enforcement section document. The TRA will also use the grant to fund the services of an assistant for approximately twenty percent of the year. This individual will be responsible for coordinating with stakeholders regarding establishment of the enforcement section.

Texas - Texas Railroad Commission - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS12, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, the Railroad Commission of Texas will continue to digitize documents associated with enforcement activities stemming from third party damage to underground pipeline facilities. As a result, the Commission will enhance its online data reporting system by providing open access to documents associated with enforcement activity.

Georgia - Georgia Public Service Commission - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS03, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, the Georgia Public Service Commission will fund continued employment of the field investigator hired under the prior year grant.

Kansas - Kansas Corporation Commission - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS05, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, the Kansas Corporation Commission will continue the pilot program begun in 2008 to augment the enforcement of the Kansas Underground Utility Damage Prevention Act. The program will be revised to include one full time employee dedicated to damage prevention inspections in the Wichita area for all of 2009. The Kansas Corporation Commission will also use the funding to evaluate the effectiveness of an aggressive enforcement program by using the mandatory damage reporting requirements in effect in Kansas.

New Mexico - New Mexico Pipeline Safety Bureau - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS08, Start Fiscal Year: 2009, End Fiscal Year: 2010

THIS GRANT HAS BEEN CANCELLED Under this grant award, the New Mexico Pipeline Safety Bureau will:

  1. Partially fund employment of a Damage Prevention Specialist for damage prevention program administration, including uploading data to the Damage Prevention Tracking System, uploading data to the Common Ground Alliance Damage Information Reporting Tool (DIRT), analyzing data to determine program effectiveness and indicated improvements, and enforcement for non-pipeline and pipeline damage violations.
  2. Partially fund employment of an Administrative Assistant for security administration of the Damage Prevention Tracking System, scheduling and coordinating training events, and budget and cost tracking management.
  3. Partially fund four (4) underground utility locators to be used by the Bureau to conduct training for locating personnel and to conduct investigations, as needed.
  4. Print Damage Prevention information booklets and other training materials by the New Mexico One-Call, Inc. that are used in the training of excavation equipment operators, first responders, and in "tailgate" training sessions. The training materials will also be translated into Spanish.
  5. Contract with the National Utility Contractors Association of New Mexico to conduct at least eight (8) classes (the "Next Step") throughout the state to teach excavators about general excavation safety and excavation-for-utilities practices. THIS GRANT HAS BEEN CANCELLED
New York - Dig Safely New York, Inc. - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS09, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, Dig Safely New York will implement a pilot program to measure the effects tolerance zone markings have in reducing damages caused by unsafe digging in the tolerance zone.

Ohio - Ohio Public Utilities Commission - 2009 State Damage Prevention Grant #DTPH56-09-G-PHPS10, Start Fiscal Year: 2009, End Fiscal Year: 2010

Under this grant award, the Public Utilities Commission of Ohio will work with the Ohio Utilities Protection Service to support the efforts of the Ohio Marking Standards Committee. A wide range of methods will be used to educate and encourage all stakeholders to adopt the new marking standards, including:

  1. A professional marketing service will develop an effective marketing strategy targeting facility owners/operators, locators, professional excavators, and homeowners.
  2. The Ohio Utility Protection Service will both support and promote the new marking standards through its board members, staff, newsletters, and use of its web site to educate and survey excavators and homeowners at safety events and trade shows and by conducting phone surveys to measure the campaign's success.
  3. Ohio's three Utility Coordinating Councils and six Common Ground Alliance Regional Partners will actively promote the new marking standards among their members.
  4. Statewide industry groups will promote the new marking standards at meetings, in newsletters, and on their web sites.
  5. Production of a training video that targets professional excavators. The video will be produced in both English and Spanish languages.
  6. Production of "pocket" guides that provide graphic depictions of the new marking standards and describe their meanings as well as Ohio's excavation laws and safe excavation practices. The guides will also promote Ohio's six Common Ground Alliance Regional Partners and 811.

Minnesota - Minnesota Department of Public Safety - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS06, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award the Minnesota Department of Public Safety (Office of Pipeline Safety – MNOPS) upgraded its data management system, which is utilized for enforcement activities, analysis, and documentation. The required upgrade improved the portability of all compliance and enforcement activities common to state pipeline safety programs, while ensuring consistency with other systems. The old system was at least a generation behind currently available technology. The old system was in place for several years and modifications were necessary to maximize effectiveness. Modifications utilizing the older technology were impractical.

New Jersey - New Jersey Board of Public Utilities - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS12, Start Fiscal Year: 2008, End Fiscal Year: 2010

THIS PROJECT HAS BEEN CANCELLED. Under this grant award NJBPU will develop a simulation training platform and data mining tool to support NJBPU in their statewide initiative of damage prevention. Specifically, the simulation training platform will serve as an assessment tool for emergency responders. The data mining tool will be used to develop training based on the needs of first time (infrastructure hit) offenders. THIS PROJECT HAS BEEN CANCELLED.

Vermont - Vermont Department of Public Service - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS13, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award Vermont Department of Public Service will perform a study on the scope and effectiveness of the underground utility damage prevention system within the state of Vermont. The study will help to gain a better understanding of the system in place, identify deficiencies, and foster the relationships necessary for effective implementation of programs addressing the nine elements.

New York - Dig Safely New York, Inc. - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS14, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award Dig Safely New York will implement the use of sound and practical tools to help all stakeholders improve and contribute to New York's damage prevention issues. Specifically, funding will be used for three different projects:

  1. The first project will be used for staff training;
  2. The second project will be used to expand the web application into a more focused Virtual Private Damage Information Reporting Tool (DIRT); and
  3. The third project will involve the development of a state-of-the-art plastic pipe locating device.
New Hampshire - New Hampshire Public Utilities Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS15, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award New Hampshire Public Utilities Commission will design and implement a computer-based system that tracks, measures, analyzes and reports the overall effectiveness of Damage Prevention Training Programs.

Wyoming - Wyoming Public Service Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS07, Start Fiscal Year: 2008, End Fiscal Year: 2010

Under this grant award the State of Wyoming, Public Service Commission will host a one-day workshop to inform the enforcement agencies of the benefits of enforcing the One Call Law and provide a forum for improvement. This workshop will bring all relevant state stakeholders, especially those not familiar with Wyoming's program, to discuss the importance of damage prevention programs in general, and to educate them on Wyoming's specific program.

Utah - Utah Department of Commerce - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS08, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award the Department of Commerce, DPU-Pipeline Safety, Utah will: 1) Assess the needs to improve the communication between stakeholders from receipt of an excavation notification thru the successful completion; 2) Conduct damage prevention awareness seminars; 3) Work on proposed legislation to establish a dispute board, and conduct meetings statewide to inform and educate stakeholders of new legislation, if passed; and 4) Expand its role as a reporting agency within the state of Utah relating to the CGA's Damage Information Reporting Tool (DIRT).

Virginia - Virginia State Corporation Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS09, Start Fiscal Year: 2008, End Fiscal Year: 2009

Virginia State Corporation Commission's primary objective under this grant will be to research and implement the incorporation of Global Positioning System (GPS) with underground utility locating equipment in conjunction with the Virginia Pilot Project for One Call Technology Phase II ("Project") or ("Phase II"). This would allow the collection of data relative to markings of underground facilities. This data will be used for:

  1. Accurately document marking of facilities (electronic manifest);
  2. Provide an accurate depiction of marks on notification center maps to excavators as a check against marks in the field;
  3. Document compliance by pipeline operators with state and federal laws regarding marking of facilities before excavation; and
  4. Provide location data to operators for verification of existing facility as-builts, maps and plans.
Kansas - Kansas Corporation Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS10, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award Kansas Corporation Commission will establish a pilot enforcement program in the two largest metropolitan areas within Kansas (Wichita and Topeka).

Texas - Texas Railroad Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS11, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award the Railroad Commission of Texas will digitize all images associated with enforcement activities stemming from third party damage to underground pipeline facilities. As a result, the Commission will enhance its online data reporting system by providing open access to all documents associated with enforcement activity.

Colorado - Utility Notification Center of Colorado - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS04, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award UNCC will assist Colorado in accomplishing the following: (a) establish collaborative stakeholder efforts; (b) implement more effective stakeholder communications about the specific root causes; and (c) target appropriate 811 awareness programs as well as education and training to specific stakeholder groups at local levels in the following seven ways:

  1. by creating a statewide Damage Prevention Action Team (DPAT) to communicate and foster the EDPI 9-Element initiatives, to disseminate damage prevention findings, to help support the efforts of local Damage Prevention Councils (DPCs), and to coordinate state damage prevention advocacy;
  2. by establishing or working with local DPCs supported by representative industry stakeholders; including owners and operators, locators, excavators, the One-Call center, associations, safety and regulatory agencies, and public officials, etc.;
  3. by collecting, analyzing and reporting timely and comprehensive damage prevention findings; including One-Call activity, facility damage data, and useful demographic information; to each local DPC through a central communication process and web portal;
  4. by empowering local DPCs to respond to this information and take appropriate action to investigate and remediate primary root causes of damage through stakeholder awareness, education and training;
  5. by delivering CGA's 811 public awareness outreach information to state and local public officials and encouraging active participation in damage prevention efforts;
  6. by developing and delivering comprehensive stakeholder education and training programs in subsequent years that address the primary root causes of facility damage; and
  7. by providing an ongoing and timely county "Damage Prevention Report Card" that provides regular feedback to the local DPCs and all stakeholders on the success of actions and remedial efforts.
Tennessee - Tennessee Regulatory Authority - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS05, Start Fiscal Year: 2008, End Fiscal Year: 2009

The project entails a detailed evaluation of enforcement programs in place in the State of Georgia and Commonwealth of Virginia. The information gleaned from the evaluation would be utilized to determine revisions to the existing Tennessee Underground Utility Damage Prevention Act (TUUPDA) to support the implementation of an enforcement section (Element 7). Based on the revised TUUDPA, a tentative version of the organizational and operational structure of a damage prevention enforcement section would be developed including the preliminary development of enforcement policies and procedures. Since it is imperative that all stakeholders be partnered in and supportive of all aspects of the enforcement effort, the Tennessee Damage Prevention Committee of TN 811 would be active in this initial process of evaluation and program development.

Indiana - Indiana Utility Regulatory Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS01, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award IURC will: (1) pursue the establishment of an active, engaged Regional Common Ground Alliance (CGA) and (2) provide statewide, random quality control audits of the dig process, from receipt of notification to actual excavation.

Georgia - Georgia Public Service Commission - 2008 State Damage Prevention Grant #DTPH56-08-G-PHPS02, Start Fiscal Year: 2008, End Fiscal Year: 2009

Under this grant award, Georgia Public Service Commission will add up to three (3) additional positions, one motor vehicle, and equipment to enhance enforcement of the Georgia Utility Facility Protection Act (GUFPA). This would provide one (1) field investigator position with a priority for investigating high profile damages in the Atlanta metro area and two (2) positions performing assigned investigations to concentrate on reported violations to the Commission estimated in excess of 7,000 annually.

Under the State Damage Prevention Grant, the PUCN will:

  1. Continue its implementation of the 9 elements as set forth in the PIPES Act.
  2. Start new initiatives to implement the 9 elements as set forth in the PIPES Act.
  3. Continue its enforcement of State damage prevention laws and regulations for all aspects of the damage prevention process.
