Main Objective

Under this grant award Vineyard Town, Will increase public safety by taking steps to prepare prevent, and respond to a potential hazardous pipeline failure that may affect its community.

Public Abstract

Under the terms of this agreement, the Recipient must demonstrate completion of the work through the actions it has specified in its Application.

  • Build a GIS database of City utility locations and their proximity to the hazardous pipelines. This will include culinary water, storm water, and sewer systems.
  • Work with Dominion Energy to determine precise high-pressure gas pipeline locations and incoporate them in the GIS.
  • Conduct a /GIS-based pipeline safety rist assessment, including the proximity of hazardous pipelines to existing infrastructure.
  • Identify evacuation zones and evacuation routes.
  • Hold a meeting to share and discuss the findings of the risk assessment with City and County Fire Departments, County Sheriff and other emergency response personnel, schools and university groups, and city staff and leaders.
  • Conduct a public information campaign to inform citizens and business of the "811 Call Before You Dig" program and the need for pipeline safety.
  • Purchase ArcGIS online software to allow city staff and emergency personnel real-time access to utility and pipeline information in the field.
  • Purchase a handhelp survey-grade GPS unit to allow the City to keep the database accurate as new development occurs and new utilities are installed.
  • Receive training regarding the use of the GPS unit and GIS software.
