Main Objective

Under this grant agreement, the recipient will: Use the grant to improve its damage prevention efforts through implementation of the following four objectives and accompanying initiatives:

  1. Foster support and partnership with stakeholders (supports Element-2). a. Support the DPAT Fall 2-day damage prevention stakeholder coordination event Fund the meeting rooms for 120 stakeholders, handouts, and speaker fees
  2. Support Operator Internal Performance Measurement (supports Element-3) a. Work with the CO-PUC and Colo gas distribution and pipeline operators and others to assess measures Locate performance, identify common issues, and write a report aimed at understanding and improving Locating practices in Colorado.
  3. Support Damage Prevention Education Program for industry stakeholders (supports Element-4) a. Contract with consultant for a underground facility incident simulation exercise in Colorado.
  4. Support Public Awareness (supports Element-5) a. Support Damage Prevention 811 Day in August

Public Abstract

Under the terms of this grant agreement, the Recipient will address the following applicable elements listed in the approved application, pursuant to 49 U.S.C. §60134 (a),(b).

  • Element 2 (Comprehensive Stakeholder Support): A process for fostering and ensuring the support and partnership of stakeholders, including excavators, operators, locators, designers, and local government in all phases of the program.
  • Element 3 (Operator Internal Performance Measurement): A process for reviewing the adequacy of a pipeline operator's internal performance measures regarding persons performing locating services and quality assurance programs.
  • Element 4 (Effective Employee Training): Participation by operators, excavators, and other stakeholders in the development and implementation of effective employee training programs to ensure that operators, the one call center, the enforcing agency, and the excavators have partnered to design and implement training for the employees of operators, excavators, and locators."
