Main Objective

The purpose of this study was to identify a select group of pipeline releases, collect and evaluate cost data from the responsible operators, and present the collected information to PHMSA to assess the quality of the data reported to costs associated with the release.

The purpose of this study was to identify a select group of pipeline releases, collect and evaluate cost data from the responsible operators, and present the collected information to PHMSA to assess the quality of the data reported to costs associated with the release.

In 2000, The Office of the Inspector General (OIG), United States Department of Transportation, conducted an audit of the Pipeline Safety Program. As part of the audit, the OIG identified inaccuracies in accident data submitted to PHMSA by pipeline operators. OIG compared accident and incident reports issued by the National Transportation Safety Board and found the property damage cost reported by the operators to be significantly underreported.
