Main Objective
Broome County Planning Department requires the resources provided through the Technical Assistance Grant (TAG) to complete a High Hazard Pipeline Inventory (Inventory). The goal of the Inventory is to facilitate an understanding of the risk of pipeline exposure due to natural force damage (flooding and stream channel erosion) within the County's stream corridors. Risk is defined as the product of probability of a pipeline becoming exposed from a flood and the consequence of a pipeline rupture.
Public Abstract
Under the terms of this agreement, the Recipient will demonstrate completion of the work through the actions it has specified in its Application. The objectives of the Inventory are: 1) Determine the probability of existing and potential exposure during a flood at pipeline crossings, 2) Characterize the negative consequences of a pipeline rupture, 3) Develop a "living document" which is updated by Broome County as part of the County's All-Hazard Mitigation Plan every five years, and 4) Identify essential pipeline owner personnel who mitigate pipeline hazards. Development of the Inventory will include establishing clear milestones to ensure the project schedule and budget remain on target. The consultant will provide deliverables at these milestones which will allow BCPD to meet with stakeholders and collaborate with essential pipeline owner personnel.
