Main Objective

The West Central Texas Council of Governments (WCTCOG), will conduct the proposed Pipeline Safety Awareness Program throughout the West Central Texas region, (also referred to as "The Big Country") which is comprised of nineteen counties and sixty-two cities. The program will increase public awareness of pipeline infrastructure and the threat hazards associated. The Program will promote the Texas 811, one call procedures for the general public, real estate developers and professionals, construction and building contractors, farm and agriculture workers, public emergency personnel, local public officials, and students throughout the region.

Public Abstract

Under the terms of this agreement, the Recipient must demonstrate completion of the work through the actions it has specified in its Application. The program will: Research pipeline mapping system available such as USDOT PHSMA office; Texas 811; Texas public safety agencies and evaluate the public safety and environmental threats; Provide information to first responders and emergency management coordinators for developing emergency management planning; Place pipeline mapping systems on website, notify:

  • West Central Texas Homeland Security Department, and notify the region's emergency coordinators and law enforcement agencies.
  • Promote Texas 811 system and pipeline safety awareness throughout the region. Reach out to coordinators, special targeted populations and address the need for bilingual information and purchase bilingual educational materials aimed at farmworkers and laborers. Disseminate information to vocational trade schools, school districts, agriculture associations/businesses, community based organizations and the one-stop workforce centers. Utilize the media (including bilingual outlets), and other outlets to outreach as much population as possible.
