Main Objective

The goals of this project include identifying/documenting, collaborating, and educating/informing about the potential risks that come from the exposure of transporting hazards material through pipelines in Morgan County.

Public Abstract

Under the terms of this agreement, the Recipient must demonstrate completion of the work through the actions it has specified in its Application.

  1. Create a comprehensive GIS-driven risk assessment and asset management system. GPS points will be gathered to identify important county infrastructure, transportation accesses, residential and educational hubs, and pipelines near utilities and in evacuation areas.
  2. Coordinate with pipeline operators to determine pipeline exposure and locations as they pertain to county infrastructure. Organize information between Morgan County and the pipeline operators so as to better understand the risks and how to educate the public. Document contact information so that is can be found electronically and easily out in the field for the county staff as well as for the pipeline operators.
  3. Provide training for county staff regarding: the use of the GPS data that was collected; how to access and update GIS maps and the data that is stored; ways to use the data to access safety policies for hazardous pipelines; how to share the gathered information.
  4. Prepare an emergency evacuation zone map and hazardous pipeline evacuation area map for the county emergency management, cities and towns within the County and their staff, and schools and business, allowing them to have this information electronically as well as hardcopies to help educate and prepare for emergencies. Develop a series of emergency scenarios to better understand the threats.
  5. Conduct educational outreach in the County including updates to the website, mailers/fliers and coordination with school district officials, elected officials, businesses, emergency response personnel and county staff. The message will emphasize the "811 Call Before You Dig" program.
