Main Objective
The City of San Bruno TAG applications objective is to leverage investments, work products and partnerships begun by the City of San Bruno, California and the City of Allentown, Pennsylvania in the bi coastal formation of the Mayors' Council on Pipeline Safety. The project seeks to convert disenfranchised cultures created through pipeline failure tragedy into a resilience based safety culture.
Public Abstract
Under the terms of this agreement, the Recipient must demonstrate completion of the work through the actions it has specified in its Application. The project will conduct the following work and produce the following results:
- Provides outreach and a venue for survivors to transition from the experience of tragedy to proactive involvement in pipeline safety
- Supports public awareness, including increased awareness of "811 Call Before You Dig" program
- Promulgates community education
- Provides a mechanism to encourage and empower victims of gas explosions and leaks to have a voice in not only influencing regulatory changes that support community safety but also oversight of regulators and regulatory change
- Engages known survivors for their subjective input in vetting and for their long term participation in a National Pipeline Survivor Support System
- Promotes a change of heart from a helpless culture to a resilience based culture by investigating:
- Correlations with programs such as Eric Greitens' "Mission Continues" leadership program which has helped thousands of post-9/11 survivors by focusing their talents and energy on tackling challenges
- Programs created and maintained by the Red Cross
- Input and programs created by and/or used by professionals specializing in identifying and treating PTSD (post traumatic stress disorder)
- Vetting and creating a multifaceted National Pipeline Survivor Support System committee designed to incorporate public utilities, city officials, public agencies, first responders and survivors in pipeline safety best practices discussions
- Create a MCPS web page for disseminating information on and knowledge of the availability of the National Pipeline Survivor Support System
- Create a social media campaign introducing the National Pipeline Survivor Support System
- Leverage relationships developed with partners such as the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States, Canada and Australia (UA), American Federation of Labor and Congress of Industrial Organizations (AFL/CIO), BlueGreenAlliance (BGA) and others, to produce a successful project
- Maintain records for transferability of Project
- Produce final report
