Main Objective

Under this grant agreement, Utility Notification Center of Colorado will improve its damage prevention efforts through implementation of the following four objectives and accompanying initiatives: 1) Foster support and partnership with stakeholders (supports Element-2) 1a) Support the DPAT Fall 2-day damage prevention stakeholder coordination event Fund the meeting rooms for 100 stakeholders, handouts, and speaker fees. 2) Support Damage Prevention Education Program for industry stakeholders (supports Element-4) 2a) Implement the infrastructure for the web-based Learning Management System (LMS) Will allow for internet delivery of the 101 class authored in 2014 grant Includes: software and developer to install the infrastructure and configure and customize modules Includes: project manager to manage, design and assist with development and configuration Fund contractors to design and manage implementation of LMS system. Fund contractors to install, configure, and program the LMS system. 3) Support Public Awareness (supports Element-5) 3a) Support Damage Prevention Awareness Month in April and 811 Day in August Fund the statewide 811 public awareness campaigns. 4) Support Enforcement (supports Element-7) 4a) Research issues and write report to support implementation of OneCall enforcement in Colorado Fund consultants to research and write report.

Public Abstract

Under the terms of this grant agreement, the Recipient will address the following elements listed in the approved application as stated in 49 U.S.C. §60134 (b).

  • Element2(COMPREHENSIVESTAKEHOLDERSUPPORT):Aprocessforfostering and ensuring the support and partnership of stakeholders, including excavators, operators, locators, designers, and local government in all phases of the program.
  • Element 4 (EFFECTIVE EMPLOYEE TRAINING): Participation by operators, excavators, and other stakeholders in the development and implementation of effective employee training programs to ensure that operators, the one call center, the enforcing agency, and the excavators have partnered to design and implement training for the employees of operators, excavators, and locators.
  • Element 5 (PUBLIC EDUCATION): A process for fostering and ensuring active participation by all stakeholders in public education for damage prevention activities. Element 7 (ENFORCEMENT): Enforcement of State damage prevention laws and regulations for all aspects of the damage prevention process, including public education, and the use of civil penalties for violations assessable by the appropriate State authority.
