Main Objective

Under this grant award Permian Basin Regional Planning Commission will conduct a Pipeline Safety Awareness Project throughout the Permian Basin region in Texas, which is comprised of seventeen counties and twenty-eight communities. The project will increase public awareness of the pipeline infrastructure and associated hazards.

Public Abstract

Under the terms of this agreement. the Recipient must demonstrate completion of the work through the actions it has specified in its Application.

  • Project Planning- staff will update the region's chief elected officials and local leaders of the project benefits jOr local communities. Staff will update the Permian Basin Regional Planning Commission Pipeline Safely webpage to include new pipeline operators and all new information acquired. The Damage Prevention Council (DPC) regional directory including pipeline operators, city utility contacts and emergency personnel will be updated and distributed to all local officials and emergency personnel and will be placed on webpage. S'lajlwill conduct a review the region's emergency management plan and insure continued inclusion of pipeline safety hazards.
  • Performance Measure- Updated DPC directory and complete distribution; complete the chief elected officials and local leaders update presentation. Contribution to the Emergency Management Plan Review.
  • Permian Basin Regional Planning Commission Damage Prevention Council membership. Permian Basin Regional Planning Commission will continue to participation in Texas 811 meeting and communicate information to local leadership: will volunteer for DPC comunmity awareness projects: and will encourage attendance at DPC and all public meetings by local officials and emergency personnel.
  • Performance Measure - Distribution of schedules to all jurisdictions increased meeting attendance.
  • Participate in public events to promote pipeline safety awareness and engage in marketing activities targeting the construction industry, agriculture intlastry and students. Will distribute information to youth and adults, and will aid the pipeline industry partners in gathering survey information. Permian Basin Regional Planning Commission will participate in events as opportunities arise.
  • Performance Measure - Event participation. number of contacts with number of surveys completed.
  • Promote pipeline safety awareness throughout region. Permian Basin Regional Planning Commission will distribute information to community non-profit organizations' and agriculture organizations to outreach the public lacking access to the media and internet; to business organizations to outreach construction companies and other business; to schools and colleges to outreach students. It will engage the radio and television outlets to promote public service announcements and interviews to target the general public.
  • Performance Measure - Distribution to all school districts, distributions to all Chambers of Commerce, distributions to community based organizations and farm organizations.
