The study was designed to provide information with respect to the problem and need for regulation of underground storage caverns. The report described the results of the survery - 10% of the industry was surveyed - with 61% of the industry under some form of federal regulation and 85% under state regulation. The final report also discussed pros and cons of regulating underground storage facilities.
