Main Objective

Under this grant award Allentown, City of will

  • Research and define Mayors' Council on Pipeline Safety (MCPS) recommendations for clear definitions and minimum leak detection regulations such as what qualifies as a leak, how leaks are classified, and what is done about discovered leaks
  • Conduct a needs assessment for a MCPS national campaign for more consistent and prescriptive distribution line safety regulations such its national regulatory standards for leak detection class: leak detection monitoring outside utility dictates: regulation on frequency of surveys; use of plastic vs steel in replacement of aging systems and in new systems
  • Create a series of educational video bites for a Mayors National Campaign on Pipeline Safety similar to Marathon Pipe Line, LLC, "Safe Digging with John Ratzenberger" to be posted to the MCPS website and accessible to partner organization websites
  • Leverage relationships developed with partners such as the United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States, Canada and Australia (UA). American Federation of Labor and Congress of Industrial Organizations (AFL/C10), BlueGreenAlliance (BGA) and others, to produce a more robust national conference
  • Maintain records for transferability of the project
  • Produce final report

Public Abstract

Under the terms of this agreement, the Recipient must demonstrate completion of the work through the actions it has specified in its Application.

  • In leak detection: the project will research and define MCPS recommendations for clear definitions and mininnun regulations of what qualifies as a leak, how leaks are classified, and what is done about discovered leaks.
  • Distribution lines: the project will conduct a needs assessment for a MCPS national campaign on safety regulations based on more consistent and prescriptive distribution line, regulations, such as national regulatory standards for leak detection class: leak detection monitoring outside utility dictates: regulation on frequency of surveys: use of plastic vs steel in replacement of aging systems and in new systems.
  • Create a series of educational video bites for a Mayors National Campaign on Pipeline Safety similar to Marathon Pipe Line, LLC, "Sale Digging with John Ratzenberger"
  • Provide access to the educational video series on the MCPS website and partner organization websites.
  • Leverage the relationships developed with partners to produce a more robust conference and attendance by key mayoral participants.
  • Maintain records for transferability of Project.
  • Produce final report
