Main Objective

Under this grant award Blue Green Alliance will extend the work of Blue Green Alliances ongoing Repairing Our Cities' Aging Pipelines (RECAP) educational campaign into the state of Indiana. Originally started as a model project in Minnesota W ith PHMSA funding. the Indiana initiative focus on the network of natural gas pipelines across that state. The primary goal of Blue Green Alliances RECAP Indiana project is to increase the awareness among labor and community partner organizations about pipeline safety and to engage them in a collaborative effort to improve the identification and prevention of hazardous conditions.

Public Abstract

Under the terms of this agreement. the Recipient must demonstrate completion of the work through the actions it has specified in its Application.

Objectives under this Indiana project will include public education and community outreach to:
1. Assure that members of Blue Green Alliance's community-environmental partners and of Blue Green Alliance's labor partners are aware of pipeline safety issues: 2. Build awareness about and capacity Pr key constituents to identilY potentially hazardous conditions before they emerge: and 3. Develop, propose and implement labor-community-buslness hazard prevention strategies in communities adjacent to distribution pnwlines through developing educational materials, conducting two community briefings, and writing and disseminating a final project report to be shared with key utilities, business and regulatory decision makers. as well as partners and allies around the country.
Milestones and benchmarks will include the following:
1. Research and production of a set of a pipeline sgfety backgrounders (2) and fact sheets (2) tailored for labor and communitv-environmental audiences and focused on hazard awareness, hazard identification and what workers and communities can do to help prevent natural gas distribution pipeline incidents, as well as how to report/respond to incidents when they occur. 2. Planning and hosting of two labor-community briefings featuring technical experts on pipeline safely and the infrastructure regulatory process, frontline gas pipeline workers. and community leaders. 3. Production of a final project report describing the effort and including a shared set of community-labor-business recommendations to be considered by, and form the basis of dialogue with, key decision makers. 4. Development and execution of a dissemination strategy for educational work products, including fact sheets, backgrounders and the report utilizing the connnunications platforms of Blue Green Alliance's partners. 5. Design and implementation of a media outreach strategy. depending on the outcomes and views of partners. including the use of the communications platforms of Blue Green Alliance'szpartners (newsletters, web sites) as well as social media.
