Main Objective

Under this grant award West Pikeland Township will reach out to municipalities in Chester County to develop a systematic approach for gaining access to pipeline safety information and promoting public participation in official pipeline proceedings; and. introduce to municipalities in Northern Chester County and neighboring counties PIPA land use planning guidelines and model ordinances.

Public Abstract

Under the termss of this agreement, the Recipient will demonstrate completion of the work through the actions it has specified in its Application.

  • Educate communities regarding pipeline safety and planning by developing, coordinating, and conducting public forums.
  • Explore opening the lines of communication between communities and pipeline companies, including early and adequate notification and access to information.
  • Research use of Alternative Dispute Resolution (ADR) as a tool to increase communication, address misunderstandings, and create a means for resolving disputes.
  • Research and evaluate development of Best Practices in pipeline procedures to promote safe, reliable, and environmentally sound pipeline practices.
  • Engage pipeline operators in reaching out to emergency management coordinators as they update their annual emergency operations plans.
  • Conduct a survey among municipalities in Chester and Berks Counties to identify areas of concern in land planning related to pipeline operations and safety.
  • Reach out to municipalities in Chester and Berks Counties to educate regarding PIPA land use planning safety guidelines.
  • Act as a liaison with local, .state, and federal agencies and officials to promote greater public access to pipeline information and greater public participation in official pipeline oproceedings.
  • Collaborate with other TAG recipients to advance greater access to information for all stakeholders and greater public participation in proceedings.
