Main Objective

Under this grant award Permian Basin will expand public awareness of the call 811 requirements, targeting specific groups identified by the pipeline industry as posing the major threats throughout the region in recent months; will expand resources and acquire bi-lingual information to distribute to local officials, business, construction companies, the agriculture community, residents and students throughout the region; and will promote the Permian Basin's Domestic Preparedness Advisory's inclusion of information of Pipeline threats and hazards in the Regional Homeland Security Strategic Implementation Plan.

Public Abstract

Under the terms of this agreement, the Recipient will demonstrate completion of the work through the actions it has specified in its Application.

  • Expand resources and update information necessaiy to Pipeline Safety website. identify new pipeline operators not currently active in the Damage Prevention Council or partnered with Permian Basin and request their partnership in the project. Reach out to industry associations and request participation in meetings. Identify law enforcement officials, industry partners and the region's first responders and emergency management coordinators, to ensure their inclusion ol pipeline safety issues in local emergency management plans and in the Domestic Preparedness Advisory Plan.
  • Research pipeline mapping system, available resources such as USDOT PHSMA office, Texas 811, Texas public safety agencies, and evaluate the public safety and environmental threats. Provide information to first responders and emergency management coordinators jar developing emergency management planning. Place pipeline mapping systems available on website, notify
  • Permian Basin Homeland Security Department, and notify the region's emergency coordinators and law enforcement agencies.
  • Promote Texas 811 system and pipeline safety awareness throughout the region. Reach out to coordinatorsspecial targeted populations and address the need for bilingual information and purchase bilingual educational materials aimed at farmworkers and laborers. Disseminate intarmation to vocational trade schools, school districts, agriculture associations/businesses, community based organizations and the one-stop workforce centers. Utilize the media (including bilingual outlets), and other outlets to outreach ac much population as possible.
