Main Objective
Under this grant award Powell County will develop a permitting system for pipeline development that will streamline the development process both inside and outside of floodplains, providing the county with a better understanding of current pipeline activity so that it can more safely and responsibly guide nearby land use and development. This new permitting practice Will keep in mind many of the best practices identified in the 2012 document Pipelines and Informed Planning Alliance Recommended Practice Evaluation Worksheet for Local Governments. The county will also update existing permits for other types of development to ensure that pipeline-related risks are adequately addressed.
Public Abstract
Under the terms of this agreement. the Recipient will demonstrate completion of the work through the actions it has specified in its Application.
- Create a Pipeline Development Permit that takes into consideration PIPA Best Practices, ensuring that pipelines are developed in a safe and sustainable manner.
- Revise all other development permits issued in the county to ensure that those persons wishing todevelop in the vicinity of a pipeline (we in contact with pipeline operators and ensure that. at a minimum, persons building a new structure call 8II before they dig.
- Draft new regulations to allow for these new permits to take effect.
- Take an inventory of pipeline crossings over waterways and roadways.
- Overlay NPMS data with road and waterway data and visit the points where these cross in the field.
- Hold one. possibly two meetings with the county Planning Board to discuss, revise, and implement the new regulations.
- Digitize well and septic intbrmation for existing properties.
