Main Objective
KUP will:
- Develop and implement methods for effective communication
- Foster support and partnership with stakeholders
- Review the adequacy of internal performance measures
- Support a Damage Prevention Education Program for industry stakeholders
- Laws and regulations of the damage prevention process
- Review the Effectiveness of Damage Prevention Programs
Public Abstract
ELEMENT 1 - EFFECTIVE COMMUNICATIONS: This project will establish Regional Damage Prevention Councils in 4 additional metropolitan areas of Kentucky. These councils will be affiliated with the CGA and serve as a platform for bringing all stakeholders in the communities together. ELEMENT 2 - COMPREHENSIVE STAKEHOLDER SUPPORT: The data collected throughout 2010 will be used in presentations to stakeholder groups and local government to substantiate the need for participation in Damage Prevention Councils and other prevention efforts. ELEMENT 3 - OPERATOR INTERNAL PERFORMANCE MEASUREMENT: The efforts that were started during 2010 will be continued throughout 2011 with a greater emphasis on working with stakeholder groups and operators to rectify negative activity. ELEMENT 4 - EFFECTIVE EMPLOYEE TRAINING: Training programs, literature and law enforcement kits will be developed to address each area of deficiency discovered throughout the data collection period. ELEMENT 7 - ENFORCEMENT: Data collected during 2010 and 2011 will be assembled to establish trends and expose deficienies in the process. A task force will be assembled with all of the pipeline operators with facilities in Kentucky to develop a "Law Enforcement Damage Prevention Kit". Each agency will be trained on the damage prevention process and state dig law and given educational and enforcement tools. ELEMENT 9 - DAMAGE PREVENTION PROGRAM REVIEW: Kentucky has an existing Damage Prevention Council located in Northern Kentucky that has participation from all stakeholder categories. This effort has been a huge success and will be duplicated in other communities throughout the state as a part of this project.
