Main Objective

The Michigan Public Service Commission will hire one statewide Damage Prevention Coordinator to accomplish the following: 1) Facilitate the implementation of a statewide damage prevention organizational structure; 2) Develop a program to perform field audits of excavation worksites for safe digging practices; 3) Increase the number of Damage Prevention Associations in Michigan; 4) Provide some financial support for every Damage Prevention Association in Michigan to enable continued promotion of safe digging practices; 5) Coordinate a Pipeline Public Awareness survey among pipeline operators within the state; 6) Coordinate damage prevention seminars; and 7) Foster increased municipal membership in the MISS DIG one-call.

Public Abstract

Under the terms of this grant agreement, the Grantee will address the following elements: Element (2): A process for fostering and ensuring the support and partnership of stakeholders, including excavators, operators, locators, designers, and local government in all phases of the program.
Element (4): Participation by operators, excavators, and other stakeholders in the development and implementation of effective employee training programs to ensure that operators, the one call center, the enforcing agency, and the excavators have partnered to design and implement training for the employees of operators, excavators, and locators. Element (9): A process for review and analysis of the effectiveness of each program element, including a means for implementing improvements identified by such program reviews.
