The purpose of this study was to evaluate the effectiveness of the Pipeline and Hazardous Materials Safety Administration ("PHMSA") policy of imposing a temporary 20% pressure reduction on the operating pressure after a pipeline failure.

Public Abstract

The purpose of this study was to evaluate the effectiveness of the Pipeline and Hazardous Materials Safety Administration ("PHMSA") policy of imposing a temporary 20% pressure reduction on the operating pressure after a pipeline failure. The pressure reduction is based on the actual operating pressure at the time of failure. This evaluation addresses the application of the current policy for both natural gas and hazardous liquid pipelines, factors which effect how the policy should be applied, and alternatives to pressure reduction which would achieve an equivalent level of safety.
