User Interface Changes

1. Subsequent updates will apply incremental changes rather than requiring a full download of the installer.
2. Attached file names maintain their original capitalization.
3. Initial registration of a new PIV card uses the email-based authentication process rather than username and password.
4. The PIV authentication link has been relocated in the login screen.
5. Removing an inspection now requires a connection to the server.
