1. HL: Deleted Section 114 inspection coverage via deletion of question MO.LO.SEC114OMEFFECTREVIEW.P in accordance with the recission of ADB-2021-01 (Docket No. PHMSA–2021–0050, 6/18/2025).
2. HL: Updated the “Baseline Procedures” directive to remove an errant records question entry introduced in HL.2026.03. [Note: This only affects intrastate HL inspections.]
