This is of course tentative at this point and can be changed up to and including the day of the event but it will help us get a better sense of the overall agenda and potential breakouts that will be of most benefit.
PHMSA, in coordination with a planning group of representatives from National Association of Pipeline Safety Representatives (NAPSR), American Gas Association (AGA), Interstate Natural Gas Association of America (INGAA), American Public Gas Association (APGA), American Petroleum Institute (API), and NACE International, will facilitate a Workshop on Cased Pipeline Integrity Assessments. The focus of the workshop will be on operators, trades and others bringing information to the table to address concerns with successfully using External Corrosion Direct Assessment (ECDA) integrity evaluation methods and use of other technologies to assess casings in High Consequence Areas (HCAs).
The first day will provide a background of the regulatory integrity requirements, a technical update by both operators and service providers, an overview of research of new technology, inspection issues and the current integrity inspection positions and status of the stakeholders represented, followed by panels presenting on and discussing current NACE standards, approaches and assessment methodologies being used for cased pipeline segments, and research completed or underway.
The second day will include breakout sessions on the above topics, followed by the group convening to talk about technical assessment successes, new technology, new integrity assessment approaches, status update of assessments, and long term issues. Long term issues include discussions whether or not casings are still needed in some/all applications.
The goal at the end of workshop will be to develop a list of potential solutions that can address the issues through usage of new technology, understanding of and/or changes to the regulations, updating of standards, operating practices and/or research. Note that firm decisions can not be made at the end of the workshop, but will be taken back to PHMSA (or to one of the other stakeholder organizations if specific to them) for further consideration on which solutions can be addressed and when.

As part of PHMSA's efforts to review bulk loading and unloading of hazardous materials and to develop risk reduction strategies, the agency invites interested persons to participate in a public workshop that will examine industry data, identify industry best practices and standards, discuss the role of recommended practices for loading and unloading, and consider industry actions that have the potential to reduce risk during loading and unloading.
BackgroundA recent PHMSA review of bulk loading and unloading incidents over the past decade suggests roughly one quarter to one half of overall hazardous materials transportation incidents may be attributable to loading and unloading operations, particularly bulk packages. We also note that a significant proportion of National Transportation Safety Board (NTSB) hazardous materials accident reports over this period address safety concerns regarding bulk loading or unloading operations.
Purpose of Public WorkshopOn Wednesday, May 23, 2007, PHMSA held the first public workshop on PHMSA's "Prevention Through People" (PTP) initiative. The purpose of this workshop was to gather information about noteworthy pipeline safety and integrity practices in control room operations, including measures for managing human risk factors such as fatigue. The information gathered will be used to develop an approach to control room management that enhances safety.

Pipelines are the energy highways of the Nation that provide the most efficient means to transport vast volumes of natural gas on which we depend. Raising the maximum allowable operating pressures (MAOP) for natural gas pipelines would allow more gas to flow through these pipelines.
