These events are held periodically to generate a National research agenda that will foster solutions for the many challenges with pipeline safety and with protecting the environment.
The forum allows public, government and industry pipeline stakeholders to develop a consensus on the technical gaps and challenges for future research. It also reduces duplication of programs, factors ongoing research efforts, leverages resources and broadens synergies. The national research agenda coming out of these events is aligned with the needs of the pipeline safety mission, makes use of the best available knowledge and expertise, and considers stakeholder perspectives. PHMSA is co-sponsoring a 1-day public awareness workshop with the National Association of Pipeline Safety Representatives (NAPSR). The workshop will be an opportunity, following the initial four-year implementation cycle, to review the implementation process, identify what implementation strategies have worked well, discuss challenges faced by the pipeline industry, discuss Federal and state regulatory oversight, learn about public interest and need for information about pipelines in their communities, and identify critical elements of a successful operator public awareness program. Pipeline trade associations, the Pipeline Safety Trust, the National Transportation Safety Board, and pipeline operators will share lessons learned from implementing their public awareness programs based on Federal regulations. PHMSA and state partners will discuss the scope of and timeline for conducting effectiveness evaluations. PHMSA and our state partners will use the results from this event, in addition to existing inspection activities, to further develop our programs for evaluating pipeline operator public awareness programs. The workshop will be webcast live, in real time; details on the webcast will be provided here, in advance of the meeting. Workshop presentations will be made available on this website following the workshop.
Background:
To address public awareness requirements, in 2005 PHMSA incorporated by reference the American Petroleum Institute (API) Recommended Practice (RP) 1162, "Public Awareness Programs for Pipeline Operators", into its regulatory program under 49 CFR 192.616 and 49 CFR 195.440. This RP was developed with participation from various concerned stakeholder groups and is based on the knowledge and experience of subject matter experts.
Under these regulatory requirements, pipeline operators must provide the affected public with information about how to recognize, respond to, and report pipeline emergencies. The importance of using the one-call notification system prior to excavation is to be emphasized for excavators and all stakeholders. Emergency officials and local public officials must be provided information about the location of transmission pipelines to enhance emergency response and community growth planning. Affected municipalities, school districts, businesses, and residents must be advised of pipeline locations.
In June 2005, PHMSA issued Advisory Bulletin ADB-06-02, requesting pipeline operators submit their written public awareness programs to the PHMSA Public Awareness Program Clearinghouse for review. The Clearinghouse review team compared these programs with API RP 1162 using criteria developed by pipeline safety staff from PHMSA and state pipeline safety agencies. In addition, several states conducted their own reviews outside of the Clearinghouse process.
[More Information...]PHMSA is holding a Workshop on the newly developed Guidelines for Integrity Assessment of Cased Pipe. The workshop focus will be for the public, pipeline operators, trade associations, and others to address ideas and concerns with successfully using External Corrosion Direct Assessment integrity evaluation methods and use of other technologies to assess pipelines in casings located within High Consequence Areas. The workshop is intended to discuss the PHMSA guidance "Guidelines for Integrity Assessment of Cased Pipe in Gas Transmission Pipelines" and related FAQs. Under the 2002 Pipeline Safety and Improvement Act, all gas transmission pipelines located in High Consequence Areas (HCAs) must have an integrity management program (IMP). One aspect of an integrity management program specifically mandated by Congress is that each gas transmission pipeline located in an HCA must have an integrity assessment by an approved method no later than December 17, 2012, and must be periodically reassessed at least every seven years thereafter.
In response to congressional mandates, the Pipeline and Hazardous Materials Safety Administration (PHMSA) promulgated integrity management regulations to implement this and other IMP requirements now contained in 49 CFR 192, Subpart O. These guidelines for integrity assessment of cased pipe are intended to assist pipeline operators in complying with 49 Code of Federal Regulations (CFR) Part 192, Subpart O for cased pipe in HCAs.
Because of the difficulties being encountered while conducting ECDA on cased pipe for completion of baseline assessments, industry identified the need for more detailed guidance. In its response, PHMSA committed to hold a workshop to address the issues and to follow up with stakeholders to "identify and craft a consensus path forward to resolve challenges cased crossing pose." That workshop was held in July 2008 (http://primis.phmsa.dot.gov/meetings/MtgHome.mtg?mtg=54).
Subsequent to the workshop, PHMSA worked with a group of state regulators, representatives from industry, trade associations, and other stakeholders to develop guidelines for performing ECDA of gas transmission pipe inside casings (http://primis.phmsa.dot.gov/gasimp/ccCASQAT.htm). The guidelines incorporate some of the input developed by this work group, but have been updated in some areas to conform to the integrity management regulations and statutory requirements.
The guidelines and frequently asked questions (FAQs) are largely based on the work of this group and state regulators, and provide guidelines for pipeline operators to consider when implementing integrity management requirements for cased pipe. The casing guidelines are for operator usage in cases where other integrity methods are not viable due to the pipeline being unpiggable due to lateral location and customer outage requirements.

On October 22, PHMSA and the Interstate Natural Gas Association of America (INGAA) co-sponsored and facilitated a public workshop on Assessment and Repair of Anomalies in Pipelines at the Gaylord National Hotel in National Harbor (Oxon Hill), Maryland. Approximately 175 attendees representing Federal and State regulators, industry, researchers, manufacturers, vendors, and the public from both the United States and Canada attended the workshop. The current regulations contained in 49 CFR 192.485 and 192.713, allows latitude in methods used for assessing and remediating pipe with corrosion anomalies to restore the serviceability of pipe. PHMSA has found a wide variation in operators' interpretation of how to meet the requirements of pipeline safety regulations in assessing, evaluating, and remediating corrosion anomalies. The workshop allowed the review and discussion of appropriate repair criteria for evaluating anomalies to meet regulatory code requirements for the permanent field repair of imperfections and damages. The workshop also allowed attendees to discuss the implications of research results and the potential need for regulatory changes or modification of industry standards.
[More Information...]A workshop on Cased Pipeline Integrity Assessments was held in Chicago on July 15th & 16th. PHMSA, the National Association of Pipeline Safety Representatives (NAPSR), NACE International and several industry organizations (AGA – American Gas Association, API – American Petroleum Institute, INGAA – Interstate Natural Gas Association of America, and APGA – American Public Gas Association) working through a joint steering committee, sponsored, organized, planned and executed this workshop. The workshop brought together over 160 representatives from State (6) and Federal (8) regulatory agencies, trade associations (5), operators (97), service providers/vendors (34), researchers (12), and Standards Committees (6).
The workshop's goals included opening a dialog amongst all relevant stakeholders to identify key challenges facing industry and regulators on assessing carrier piping in casings (particularly in High Consequence Areas), sharing information on current research efforts, and identifying potential solutions involving understanding of current regulations, regulatory changes, revised standards, revised operating practices and/or research practices that can help to meet the challenges.
The first day included panel presentations and discussions on the following:The second day initially was going have break out sessions in the morning to have additional discussion on operator assessment practices, service providers, research options and standards development; however the attendees voted overwhelmingly to have just one session and to have an open dialog between attendees on all of the above issues. This way all of the attendees could hear first hand the dialog and the discussions regarding casings assessment methods and other relevant information. There was then an afternoon panel on long term issues, including discussions on whether or not casings are still needed in some/all applications
The workshop was successful in identifying key challenges facing industry and regulators in assessing cased pipelines in order to meet regulatory requirements under the Gas and Liquid integrity management program. PHMSA is in the process of reviewing all of the comments and questions presented at the workshop and will formulate a strategy of going forward. Such a strategy may consist of forming a new working technical committee(s) to investigate some of the options, focused research to determine if there are any additional methods of assessment, or having smaller follow-up meetings with stakeholder groups.

BackgroundA recent PHMSA review of bulk loading and unloading incidents over the past decade suggests roughly one quarter to one half of overall hazardous materials transportation incidents may be attributable to loading and unloading operations, particularly bulk packages. We also note that a significant proportion of National Transportation Safety Board (NTSB) hazardous materials accident reports over this period address safety concerns regarding bulk loading or unloading operations.
Purpose of Public WorkshopOn Wednesday, May 23, 2007, PHMSA held the first public workshop on PHMSA's "Prevention Through People" (PTP) initiative. The purpose of this workshop was to gather information about noteworthy pipeline safety and integrity practices in control room operations, including measures for managing human risk factors such as fatigue. This was a technical workshop aimed at sharing information on SCC in pipelines among operators and technical experts, providing regulators with information they can use in pipeline inspection and oversight, and reviewing priorities for research to address the problems posed by SCC in operating gas and hazardous liquid pipelines. Discussions included:The Research and Special Programs Administration's (RSPA) Office of Pipeline Safety (OPS) will host a public meeting and request for comments regarding the safety regulation of gas and hazardous liquid gathering lines. The meeting will be held in Austin, Texas on November 19-20, 2003. It will run from 1:00 PM - 5:00 PM on the first day and from 8:00 AM until 5:00 PM on the second day.
