FAQ-29: Use of Prior Assessment of Low-Risk Segments

Question: Can operators count prior assessments of low-risk segments used as baselines against the requirement to complete 50% of their covered mileage by December 17, 2007?

Answer: Yes. The rule requires that operators prioritize covered pipeline segments for baseline assessment based on risk. Thus, the schedule in the Baseline Assessment Plan generally should show that the highest risk segments are scheduled for assessment prior to the lower risk segments. However, this does not preclude an operator from using a prior assessment for a baseline, even if the segment(s) covered by that assessment later turn out to be relatively lower risk.
