FAQ-182: 20 people, but not all at once

Question: If a facility or site has 20 or more people visit throughout the day but never 20 or more at one time, does this meet the identified site criteria?

Answer: No. The definition of an identified site provides for buildings/locations that are "occupied by twenty (20) or more persons". A location that 20 or more people passed through in a day would not be "occupied" by 20 or more persons. Twenty or more persons must be present at one time for the building/outside area/open structure to be defined as an identified site.
